Prestigious schools are often able to quickly zoom up on rankings lists by throwing $ into a new program, grad programs and research and name recognition. But does that make their new program a real solid tech program?

Big investments in facilities, faculty and research are surely going to improve the educational experience. Why shouldn't that impact rankings? If it is important for someone to graduate from a program that is ranked highly in the future, they would do well to take note of which schools are investing in the future in a big way.
