Kids eat when they are hungry and don't when they aren't-short of having a battle of wills (which you obviously already know OP will be a losing battle on your end) you can not GET THEM to eat. They are amazing at listening to their bodies.
Formula is messing that up though.

Provide food food, set limits around it, and then let your child eat how they need to.

Ellyn Satter, kids eat in color, and feeding littles have some great resources to get you started.

This thread is from many years ago but some kids will not eat even if hungry. Formula at 13 months is fine.

Is there anything you can do to make the formula less desirable, like putting in in a sippie cup or not warming it?

At this point your kid should be self-feeding. If you're still trying to spoon-feed, please know that's probably making things worse.

Don't offer formula before solids or with solids. Offer water with meals.

Why are you feeding formula to a 13 month old? Typically you stop formulas at 12 months unless there's a medical need.

OP you gotta do you and what's best for your child. Formula for a few more months isn't going to hurt anything. I agree with the poster that suggested maybe starting to switch over to cows milk if you think that would help. Eating will click but it's not something 'magic' at 12 months despite what the AAP may say.

Our experience was more related to having a failure to thrive daughter. She was diagnosed at 13 months when we were attempting to wean her off of formula while she was learning to walk and exerting a ton of energy. Unsurprisingly that was not a great time to switch up her eating. By about 15 months she was eating much better and we switched her first to toddler formula and then to cows milk. She still has one bottle during the night at 18 months which I know I'll get yelled at for by every 'by the book' parent on here but she's doing fine eating solids during the day.

Btw solid starts has great info on how to prepare specific foods and a nice bottle weaning guide but avoid watching stories, the founder seems to manifest some serious ED issues with the story of her son.

If your baby is gaining weight and growing normally, don’t worry about it! Just keep trying to offer solids before formula. It’s all going to be ok. Baby is on their own schedule.

Stop giving formula. A 13 month old doesn’t need it.
