Lulu's. Across the street there was the Cellar? Something downstairs in the building where the Social Security office is. They had $5 all you can drink happy hours on Fridays and the "largest" lit dance floor in DC (it was about 10x10.)

Dante Ferrando still owns Black Cat (obviously still open), right near the Studio Theatre. I think he also owned Metro Cafe, right across the street. Is that what you're talking about?
