Good question, PP. I'm married, but my spouse is disabled. Dealing with all the medical/financial repercussions of the disability take up a lot of my time. If I were single, it would be easier for me to find the time to register.

If you work in DC I believe employers are legally obligated to provide you with a certain number of hours on an annual basis to attend events concerning your child's education. This requirement is not above and beyond your regular sick or vacation leave, but would support your need to attend a registration event for your child. Look it up and keep it in your back pocket in case you get any flack for taking time off.

There is also significant residency fraud in DC.

By making people go in person and provide the appropraite documents, it is a mechanism to confirm actual residency.
