Harsh, but not unheard of. I'm guessing there's more than 1 section of 9th-grade English; did the other teachers do the same thing? If not, your DC might just have drawn the the tough teacher of the lot. That can be a good thing; kids often learn the most from those teachers, even if it's not much fun along the way.
