I think my colleague threw a large load of computer equipment into the garbage

Make something up - tell her the LL saw it and brought it to your attention. In all seriousness, Failure to properly sort waste can result in a fine from the jurisdiction in which your office is located.

I would absolutely talk to her about it or talk to someone else about it. It is not the right thing to do at all and I bet she knows it and is just too lazy to take the extra minute to recycle it properly. I would offer to call the recycling company and arrange the pick up if the trash hasn't been disposed of yet.

I'd just ask if she'd called the recycling center to pick up yet. Tell her you may have item to add and figured one trip could get it all. If she says yes, ask her who she used because you want to call them again.

I know someone that's not well liked at work.

Yes, the equipment was unusable in one form or another and needed to go. My objection is that she is just putting that stuff in a landfill. When it rains, the water goes through landfills, into our rivers - and we drink that stuff. Do you really want to drink water that's been filtered by old computer equipment?

I realize worse things get dumped every day. But I feel ill. Like an eco-crime has been committed. If I had known she'd be so careless I would have scheduled with the recycling company myself.

Really, let it go. Your thinking is over the top. It also falls into the hoarder mindset.

It's also possible that your organization does not allow things to go to the recycling organization. For businesses, it's a more involved question than a single individual.

I'm a hoarder because I think electronics should be recycled instead of dumped in a landfill? Seriously?
