These don't have to do with the neighborhood, they have to do with the individual houses. The first one is tiny tiny. The second one, in addition to being a small, ugly split level, recently (like within a week or so) evicted a renter and is most likely a complete wreck on the inside. The third one is an ugly split level.
The value you get in Crestwood is some (not complete) insulation from crime in Petworth, proximity to the park, and the large, nice homes. That last one doesn't apply to the series of modern & split level homes on Blagden & Colorado. The location itself isn't valuable enough for a teardown, which is what you need to do with these.
