My husband and I lived there for a year and I very much recommend NOT moving.

I love love love BA. I have not been an expat there (I have been an expat in Asia though so I do get the difference) but a traveler and felt very confident walking around and being in the city. Street smarts, like any city of course but walked plenty even at night all over and loved everything about it.

BA long before Rio or Sao Paolo. Have lived in both Rio and Sao Paolo -feeling isolated because of the security situation is no joke. You have to be careful in BA, but it is nothing like the other two. I would do BA in a heartbeat.
