What's the point of an estimate ?

Yes, sort of. But only with very detailed plans, and then change orders are negotiated separately.

Right. The better your architect (or whoever) is with detailed plans & specs, the better chance that your job will be done as described/envisioned and with an accurate final cost with minimal change orders (unless you decide to change things).
