You need two AC units.

A lot of people think two units, twice the bill. That's not true. It can actually lower your ac bill.

Together they will work less to cool/heat the same area instead of pushing max capacity.

Window units suck dollar bills and look ugly. If you're going to stay in your home for a while, invest in another unit plus duct work.

It's not twice the monthly bill, no, but it's twice the parts and installation, and very expensive to retrofit and existing system. I agree two units works great and is more efficient, but it's not within everyone's budget.

Yup, totally agree. Stupid and cheap builder install only one unit instead of two.

I am thinking installing a ventilation vent/fan at attic or roof, would that be helpful or might have risk of future water leaks? I know the unit itself is not expensive, but what about labor?

Get an attic fan. It will lower the temp 10+ degrees in the top floor.
