Agree Montreal may fit the bill. Walkable, lovely city with plenty of things to do and I don't recall we had a car at all when we were there. The other option would be to stay at a nice hotel in Bar Harbor Maine or someplace like that were you can still walk around. I agree that for 4 days I wouldn't fly to west coast or Europe as you really only get 2 days on the ground. I also love NYC, but in July it can be very hot and sticky!

From this area, flying to Paris is not that much longer of a flight than going to San Francisco...and although, I love both cities, I would choose Paris! You can walk around, look at art, eat crepes, sit in a beautiful park, eat at a cafe, go to Notre Dame, take the train to Versailles, look at the beautiful stained glass at Sainte Chapelle, etc. In fact, four days alone in Paris sounds AMAZING!
