Hahaha. So maybe you can't do it at the hospital but seems like no one would report you doing this at home like OP plans.

Nitrous at the hospital is mixed 50/50 with oxygen. Whippets are straight nitrous. So, no, you can't just go to Sur La Tab. The concentration at the dentist is higher too (I think 80% nitrous), which is why you can't use it there but can for labor.

You might be dodging a bullet.
Some people find it highly disagreable and nauseating. DS was given some at the dentist and promptly threw up on the dentist.
But I agree the option should be available.

I tried it during labor I didn't find it especially helpful although it might have been because I wasn't using it properly. Once I was on Pitocin my contractions became excruciating and I was so exhausted (I'd been in labor for 15 hours) I ended up getting an epidural.

I'd liken nitrous to being ravenously hungry and eating one cracker to try and satiate hunger while the epidural was like an all-you-can-eat buffet
