Especially if they're the frosting loaded type. I have yet to find a way to eat over-frosted cupcakes with any delicacy.

Unwrap the cupcake and cut it in half horizontally place bottom half on top of frosted half, press down slightly. Eat.

Unwrap your cupcake. Use a fork. Eat.

Based on your set-up, I'd say apps and small bites. however, I'd make sure that there is sufficient food for people to eat lunch. If I was invited to a 1pm event, honestly I'd be 50-50 on whether it's for lunch. I'd hate to eat ahead of time and then leave a plate full of food that my hostess procured, but I'd also be annoyed if my stomach growled through the shower since I got a few crudites and a cupcake.

I'm co-hosting a shower this summer that will be from 3-5pm, so it's pretty clear to guests that this won't be a meal.

It is a cupcake! Make crumbs! Enjoy! Who cares?

No, I meant at one of those standing up type events. I know how to use a knife and fork, but thanks.
