You won't have priority at a military base day care unless one spouse is active duty military.
I'm a DOD civilian, husband is a reservist, and we have basically no priority there and the list is long.
DHS, where my husband works, has no day care priority. Neither do DOD civilians.
so, you have to go to the back of line like everyone else or find a private day are for $2k a month. It's just awesome! lol
