I would totally steal a neglected or starving dog.

I know the article is old, but you’d think starving a pit bull would present a public safety threat. I’ve never understood why anyone wants to keep a dog they won’t even feed, unless they’re using it for something nefarious, like dog fighting. In this case, I’m guessing somebody just wanted a guard dog to alert them to anyone approaching.
