can child stay in same MoCo school after we move elsewhere in MoCo?

Every parent in my area seems to manipulate the system. There are several families who wanted their kids to attend a "better" middle and high school say they said that their inlaws (who reside within the "better" school zone) would be watching their kids after school and they got approved. Another claims that their kids live with the grandparents during the week and they got approved as well,,,,
