Not quite Montgomery County, but Indique Heights in Friendship Heights (above Metro) has a festive atmosphere, private dining areas, and would probably work with you on an affordable buffet or prix fixe. Also, validated parking is available in the garage underneath the building.

Boy, I used to love that place when it was Tila's. Margaritas on the outside upper patio - yeah!

That building is still in Montgomery County, by the way.

If you are not looking for overly fancy, I'd suggest Ted's 355 Diner, but stick with the specials rather than the stuff off the regular menu. The whole fish dishes are excellent and exceptionally affordable.

Normandie Farm in Potomac. You could probably get <$30/person if you order off the regular menu. (Their preset menus edge a little higher, but include soup or salad and dessert for everyone. In my experience when ordering off a regular menu, at least half won't order a starter or dessert.) We had our wedding reception there several years ago and it was amazing. I think they have a couple of small private and semiprivate spaces. http://www.popovers.com/
