Does the US Govt provide a 529 in their benefits?

Here's the downside with this Virginia state run plan--from the website it looks like they're spending some of the kids' college funds (through their admin fee) on things like sponsoring the Washington Redskins and a Nascar team--most private mutual funds simply don't this type of thing. http://www.virginia529.com/news/index.php

New York has a good plan with many selections, as well.
