Genuine question: If the driver does not matter, why do they request the driver's information if you are contesting based on the grounds that you weren't driving?

The DC website is a little vague on this. I understand that DC would go after the other driver but the owner, ultimately, is on the hook for the fine if the driver doesn't pay up. (they don't care who pays, they just want the money)
