MCPS breakfast free for all students?

Just found out that...

Breakfast begins ~ half hour before the start of school so my DD wouldn't be there anyway..
School will accept cash or card at lunch, cash, card or pin at breakfast..

I'm curious as to what % of FARMS means free breakfast for all as our school is 65% and its not free to all..

The free breakfast for all is a meal that is served in the classroom, not the breakfast that is available before school starts. The school has to apply for this program.
