Husband responds to me looking good (obviously?) but doesn't want me to spend any money

If you have to splurge, do it on good quality undergarments (bras and panties) that will last a long time. It's much better to spend $60 on a good quality bra at Norstroms that will last 2 years than $20 on a bra that doesn't fit well and that you'll want to replace in 4 months.

H&M, gap, Banana and JCrew all have decent sales. Get some new, fitted clothes. But DONT buy individual t-shirts or tops without knowing exactly what bottoms you would wear them with. I have so many damn tops that dont actually look great with anything!!

Also, a few simple little kne-length skirts with tights and boots. Men--in my opinion--love skirts and dresses. Skirts can be so cheap but still look cute. A-line is the most flattering but you could probably get away with a lot.

Try second hand designer consigment stores like Secondi in Dupont and that one in Kensington (I think)

It's much better to go to Filene's and buy a $60 bra for $20

Seems to me that a good pair or two of basic black pants and dark jeans would go with these tops.

my DH responds when I wear a short skirt or dress, am groomed down there. Bonus if I blow dry my hair. and bigger bonus if Im wearing tights with some sort of pattern (whatever, but he finds it sexy). Thank god for simple tastes !

Don't be insecure. Love yourself, who cares if he only pays more attention to you if you wear something new. Your vibe of "I look great" will rub off. I'm a plus size 25 year old who has been married a year and three months and I have a one year old - I haven't wore makeup since I had my baby lol but I have a "skinny heart" and feel just as beautiful as a runway model. My husband tells me I'm beautiful at my worst because I have that self confidence.

PP-- it is easier to feel confident when you're 25, are just married, and have a new baby. I think it's great that you have that self-confidence, really great and wow-- I wish one of those three were true for me!

OP-- if you have time, smaller more frequent shopping trips might be the way to maximize your bang for the buck. If you know you're only going to buy one pair of jeans, you buy the pair that looks best. They might not be the cheapest, but one outfit that fits really well is worth 10 are are merely functional.
