Cutoff score/percentile for 3rd grader retaking the Cogat and NNAT tests?

Just out of curiousity (no snark please folks) what is the driving force behind getting him into AAP? Are his needs not being met in the regular classroom? Is he acing every task he is given with zero effort? Are his teachers indicating that is where he belongs?
