Should I say something to my son's first grade teacher?

Instead of complaining, find a solution. Homeschooling seems to be a good option for you if you have financial burden of sending him to a private school.

I would suggest becoming active in your PTA. Our PTA was able to work with the school (in a very constructive way) to get more active time for the kids.

Do private schools offer more time outside? Or longer recess? Don't mean to hijack the thread but I saw someone mention private school, I wasn't aware that they offer more outside time

There is more sitting in first grade. Our teacher's told us the kids get 30 minutes of recess daily (unfortunately this weeks its indoors). If they stay on green for the week they get an extra 30 minutes on Fridays. I think what they are trying to accomplish is bridge the gap between Kindergarten and 2nd grade. So they still get more active time than other grades but they do have to start to buckle down and get use to the school routine. Looking back at my own ES experience we might have had slightly longer recess but we did have to sit down and spend time learning.
