Dandruff not mean flakes, people. A lot of people have dandruff or dermatitis and don't have flakes. OP, you prob have dandruff.

So explain what dandruff is because all the medical websites include flakes.

Guilty confession: my husband gets very dry scalp and like a sunburn, you can sort of scratch and lift up the dead skin in some places. I LOVE sitting him down at night and "getting his scratchies" as I call it.

I have the same issue as one of the PPs who said sometimes they have flakes... but I actually rarely do, it seems to happen when it gets much colder/hotter outside... and the flakes are very few and far between and only along my part. My hairdresser recommended the Nioxin and now I have no issues. Not sure if the OP is itchy, but I've never had an itch problem.
