If you scroll down a bit, there's a forum on relocating to Philadelphia, with a short questionnaire you can fill out. People will then suggest areas to live based on what's important to you. The suggestions given to us were spot-on and really helped orient me in the city.

PA, NJ, NY have local school districts. Outside phila in PA is a Montgomery County [just like in MD] but it has multiple school districts. Don't limit yourself to western areas. check out anything that feeds to Upper Dublin HS for example. Cherry Hill NJ, Moorestown NJ.

Note this very good area has a district with 1 HS, 1 MS, and 4 elementaries:

These schools are like Bullis-burbs, coed, and sports.
