Weather is better in MD

UMD has Jewish students. So does Tufts (and well duh every other college) and greater Boston area if that is a must have or must not have factor. Fewer black students in Boston or New England generally (no need to refute the facts, folks)

Program quality (you already know this)

Proximity to home if important to be close or further away.

They improve the Maryland experience for Marylnand parents by giving them something to brag about to other Maryland parents whose students are not in honors or scholars.

This is total nothing burger. UMD is a good school but not because honors/scholars.

That is debatable. DMV acts like they don't know how to deal with snow. MCPS closed for 5 days during snowcrete, Western Maryland closed for 1.
