Yeah, OP. You are putting way too importance on this. 99.9% of teenage boys don’t care about this and often see each other nude for a second- from some angle. It’s out of communal living and sleepaway camp. Your son could be strategic with a beach towel so he is never fully nude when changing, but you can’t control if he may get a glimpse of someone else, and he likely will. If your son can’t handle nudity whatsoever he shouldn’t go to sleepaway camp. |

Yes, they would certainly be allowed to change and shower, but there may very well be policies against other unnecessary or extended exposure, which can be a form of sexual harassment. |
| I was an overnight camp counselor for years. Any reputable and established camp will provide specific training and guidelines for counselors. Just like the get safety training. Private parts won’t be on display. |
