NewComp: A VPSL NCSL Partnership to run the highest level competitions?

I was reading this announcement and trying to understand what it means. Will VPSL and NCSL merge for regular season games, or just postseason?

It would be better for smaller clubs if they were to merge somehow. Some have a strong boys side but hardly any girls, or vice versa, preventing them from being in VPSL which requires teams at all age groups in both. Some teams in VPSL should be competing against NCSL teams and vice versa anyway. VPSL also makes for stupid travel, like going all the way to Blacksburg for a single game.
