You definitely need it. No such thing was needed when I travelled to the U.K in 2019. It is very easy, the best way to apply is via their app. This past Sunday I got them for my family, we are exiting Heathrow to travel to Gatwick for a connecting flight. It was approved in 2-3 minutes and is valid for 2 years.

| As others have noted, it's real and you need it, but that doesn't make it less of a scam. It's just that the scammers are the British government. |

Why would you need a waiver? If you have a UK visa you don't need the ETA. If you are a US citizen you just go to the website (already posted in this thread) and do the application and pay the small fee. It is good for 2 years. |
Also, this is the program/fee that's for people like US citizens who already have visa waivers. The other path is to apply for a visa (for whatever reason you may have) and pay that (much higher) fee. |
