Alternate Campus/Alternate start date—what is the strategy here?

No, the program makes good sense when they have big coop program with a good chunk of students in and out each semester.
There used to be some gap while ago but not anymore when they receive 100K apps.
First semester study abroad offer is actually not a bad option for many people.

There are many schools do that besides the ones mentioned above.

These kids obviously have lower stats.

Emory sends big chunk of students to Oxford, and they join Atlanta after 2 years.

Just different options.
