This is why I live in suburbs. City is nice in theory but dense civilization only works with civilized people, and USA doesn't have that.

It is a complete scam OP and I don't shop there anymore even though I pass by it daily. Everyone gets hot the first time because no one sees that app thing to scan and it's new. It's already a terrible and super tight parking lot.

I doubt they will make it easy or reasonable to contest. It should be illegal to operate that way - maybe a BBB reporting thing.

How long after you parked there did you get the ticket in the mail? I parked in that lot for about 20 minutes a couple of weeks ago and didn't see the app thing! I'm wondering if I, too, will get a ticket in the mail. I had this happen at Chevy Chase Lake last year.

OP here replying to questions above.

I parked in late September (22nd or 23rd). The ticket arrived in the mail today. Fee goes up to $120 in four days. I will pay it even though it's a scam as it's impossible to dispute. The website link listed for disputes or to contest the charge only has a payment option. There is also a phone number to dispute but it's useless -- it's an AI generated response for payment only and hangs up with anything else. The entire thing is set up to make it impossible for people to contest the charges.

If it is a Target/Trader Joes building, they will first tell you that they have no control over the parking. You must continue up the chain. Figure out who owns the building, if not the stores. The only way to fix this is by being an active citizen and fighting it all the way.
