One point - SEC - along with Fed and bank regulators - has its own, higher pay scale and pays its lawyers substantially more than pay scale applicable to most government agencies. That, its reputation, and the quality of the employees there account for the interest in that agency.

Former SEC here (recent, DRP), and one of the positions that is being backfilled for. The agency isn’t the same, as confirmed by folks still working there, morale is low, and Atkins hates staff. The agency went from an amazing place to work to a hot mess; the quality of the people working there used to be a plus, but I think a lot of the good people have left…. Now people are just hanging on until they find another gig, they’re eligible for VERA, or ready to retire…
