Summer science or engineering programs that aren't pay to play

I think it is a good clarification. There are some legitimately competitive summer programs, like the Summer Science Program, that you have to pay for that don't fall into this derisive "pay to play" category

I think it refers to research programs brought by counseling agencies such as Lumiere or Pioneer. You pay a fee, they find some professors that take the fee and take the kid in their "research" programs. In activity list, you don't mention the agency, just mention research at Prof. ... lab, published on ... Journal.

Look on Reddit within the "summerprogramresults" sub group. There will be tons covered in that group, especially for STEM. Be prepared to apply for a lot--many are very competitive.
