Can HOAs reserve parking spots in common area?

Can you provide specific examples of how? It seems there are two paths.
1) Blocking off for temporary passes like food trucks, moving vans. These are temporary and have the potential to benefit everyone paying dues.

2) Assigning spots to certain people. This has the potential to benefit everyone if everyone gets a spot equally, in a good place relative to their unit.

3) Assigning spots to certain people but not everyone benefits. This is obviously illegal. I can't think of any way to justify this, unless some people have their dues very heavily subsidized in reparation? And have a choice to opt out? I really can't think of a way this would be fair. Can you?

A long time ago our HOA had reserved spaces for townhome owners. It was great. Then the dumb law passed and HOA’s had to get rid of this. Now there is street parking absolutely beware because people don’t have to use their driveways or garages, can own 3+ cars in a 1200sf house, etc. and it’s madness. We are thankfully in the SFH section so the only issue we have to deal with is all their overflow parking. But I’d be irate if I bought a townhome with assigned parking and then lost it and had to park in the SFH street far from my house if I got home later in the evening.

I live in Potomac Yard. Some idiot is doing the HOA bc we reserve parking spots bc the CITY days we have to.
