WTH are you talking about? That is not true in the slightest. You can attend your IN BOUNDARY school.

Once you have address- Enroll the older child asap and put younger on myschool waitlists for prek3 (at the IB school and appletree).

I think the earlier poster meant (nearly) any hill elementary school is fine.

Enrollment at some of the Appletree locations is probably up some due to return to office mandates. But there is a list of short waitlists on myschool. There are also good daycare and private preschool options if you want to go that route.

Idea: try Brookland (nice neighborhood), try Bunker Hill (usually not full even for PK3), or Noyes. These are easy to get spots at or should be, if you live in bounds, and also rental houses not too costly, etc. Your kids will be fine for a year until you sort things out.

Call the schools to confirm all this.

DCUM slants to upper NW and Cap Hill, but those schools can be harder to get a last minute spot for a PK3 2 weeks before school starts.

The six year old does not need to lottery into any of the hill schools. Yes they are in boundary, but OP can get housing anywhere in Capitol Hill and her child can attend.
