D.C. government is a three-ring circus. People who could actually make a difference (i.e., intelligent people, emotionally grounded people, pragmatic people, etc.) have no desire to get anywhere near the Wilson Building. With so many losing their jobs in DC, due to federal cuts, why would any competent person even want the job? They'll just end up getting blamed for all of the social ills that plagued boom-bust towns like Detroit and Buffalo after their boom eras ended.
