please recommend experienced/seasoned dermatologist who can diagnose rare skin conditions

I would take the biopsy reports to the new derm. Depending on when in a cycle of waxing/waning skin disease they sample, they can see different things at different times. You want someone to have the entire picture and they may want to biopsy again anyway.
