This is an incredibly dumb idea and would be difficult to enforce. Whenever you have a “bright” idea that would require people to do something inconvenient or dumb, always ask yourself:

* how would this be enforced?
* who/what agency or personnel would be responsible for enforcing it?
* what would be the consequences of a violation?

Not for Montgomery County. There are two council districts on very rural areas that do not have adequate transit infrastructure to support this. It would not be equitable. Plus elected officials have to travel a lot more than most workers to attend various events. Already elected officials aren't the best people, if you put restrictions like this on the job you will be reaching even further down into the bottom of the barrel for these positions.

I'd just be happy with a law requiring DC Council members to park legally, and that they were subject to ticketing.

No. Sounds authoritarian - dictating people's mode of transportation. What if the government demanded you bike to work and kids school? Or dictated you buy electric SUV.
