If UMD accepted all Maryland students, DCUM would freak out about how "bad" and "low stats" the school is.

This is true the other way too. My kid's close friend intererested in engineering was rejected from UMD but accepted to VT. OOS students are great for revenue!

This is 100% correct. Between the worsening economy and policies that are unfriendly toward international students, UMD and all other publics are going to want any OOS students they can get to pay the higher costs. Decreases in OOS and international students leads to less revenue, which does actually make UMD student experiences worse.

That, and they would also start complaining about how high the tuition is with no out of state students to foot the bill.
