In nyc it’s likely for cigars at high end places. Smoking is a low class hobby.

Cigars are lit with a propane torch or wooden stick matches. Never a paper matchbook match.

Price some good cigars and pipes sometime. Nothing lower class about them.

I encounter this once in New Orleans in 2023 at an upscale restaurant in the warehouse district. I’ve not seen it anywhere else.
