Schools losing and gaining Title 1 status

Viers Mill may have lost it's title 1 status but they still have way more "perks" then my DD's title 1 school. While they didn't have ELO last summer, their PTA arranged for a free 4 week half day summer camp. When they did have ELO, their PTA arranged for them to attend the school based after care program for free. They have a free after school tutoring club that meets every day of the week and they have someone coming in from Imagination Stage for a free arts program after school. My DD's school has nothing. I am not sure where the extra title 1 funds go to as many other non title 1 schools have similar class sizes and pull out groups.
