EOY spending. Agencies are incentivized to surrend their entire budget, which leads to buying unnecessary things at the end of the Fiscal year.
Agencies who return money to the federal budget need rewards. Maybe they get to keep 25% of what they return in a rainy day fund that carries over indefinitely, and they still get most of the overage in the following year’s budget? So if an agency saves $100, they get 25$ to invest and then they get 75$ in next year’s budget. Thoughts? What would incentivize your agency to return unused funds? |
