We did passport photos at CVS and I think it was $16 (our passport appointment was at a location that didn't offer photo services) so it seems like you may as well just do them at the PO and save yourself a trip.
One thing to note is that you need to pay the fee separately to the State Department and the acceptance facility, so make sure you have enough checks with you.
