no, Somerset is an example of land-owning gentry controlling the market to protect incumbents. This is a bad outcome for progress, in many dimensions. cities are not meant to be preserved in amber.

Why does Somerset need “progress”though? It’s fine the way it is. Also, it’s a town not a city.
