Maybe it's indicative that the recruiter values you and wanted to have a call versus an email to maintain a good relationship with you because they think they can place you elsewhere in a position that is a better fit. Maybe not one that they currently have open but something else that might come up.

Regardless, stay positive and know that the right thing will come along.

Agreed. I've been a finalist with a handful of searches. Particularly after a grueling set of interviews, the GOOD ones call you. And the BEST ones will actually provide some helpful feedback.
