Glossy black puffer parkas, do they look tacky? I like the look but it also does give a glimmer like trash bag

I can really see this visually. An attractive woman dashing across a dirty, rainy street full of taxis and lit by shop signs. Her coat matches the heaps of bags on the sidewalk. She emerges from her environment like Botticelli's Venus and draws all eyes to her loveliness.

Get what you love, but I agree that it looks like you're wearing a trash bag. Not something I would wear and I don't think it looks good on others, but get what you want. You shouldn't care about my opinion.

It’s the default winter jacket in many European cities. Usually purchased from the cheap chain stores like H&M.

It’s not bad, but I prefer a cream in a matte finish, so that I look like a duvet instead of a trash bag.
