Why do you have to submit CSS/ FAFSA for Merit Scholarship?

There are a lot of need based merit scholarships.

A full pay family would not be seeking merit scholarships that have a need component. Such combo merit/need scholarships exist, but are not available for the full pay family.

Most large merit scholarships based on NMSF/NMF do not have a need component.
