No it depends on class size. Lab stations require spacing for safety. Overcrowded classes can not do labs.
This is a cop-out. Teams of teachers can partner to rotate kids through labs while the others are taking some of the kids for classroom activities.
The truth is that labs are a lot of work and now that virtual labs exist, they are often substituted.
