Sorry, I meant guarantee practically speaking and was really speaking specifically to a school w/ a right-sized ECE. FWIW I am aware of a single year of Brent and Maury (PK3 in each case) where all siblings did not get in initially; they did eventually.

Again, it was only one year but I know at least 2 of the sibs didn’t get in until PK4. And I think some didn’t get in until K or just moved on. Sorry for the tangent, it just sucks when your lottery luck is that bad (even though it was a long time ago).

Looking at the historical lottery data, I do not believe this is correct. They may not have been willing to take an offer after the year started though.

In SY15/16 a lot of IB siblings were waitlisted for PK3. It's been up and down over the years but even now PK-3 is not a guarantee for IB siblings. That may change with the modernization if space and budget allow for more PK seats.

One was my kid so I promise you it is correct.

There was one year at Brent where 9 siblings were waitlisted. Three were eventually offered seats for PK3; the others weren’t offered seats until PK4. Ask me how I know!

How do you know?

You can see the data here since 2021. They don't say how many kids with a sibling were on the waitlist explicitly but you can infer that if in-boundary kids were matched then all of the in-boundary with siblings were matched (because that's a higher priority group). Since 2021 all siblings got in to prek3 at Brent on match day.
