Middle school supplies— when to bring them in?

Both of my kids (public MS and HS in VA) are allowed backpacks at school. The MS student has to put hers in her locker when she gets to school, the HS doesn't have enough lockers so kids are allowed their backpacks.

Our MS said thaat kids can bring their supplies and leave them in lockers at orientation. I bought DS two 2 inch binders, one for A and B day, with paper and graph paper, folders, and pencils and pens, and a pencil pouch for each day. I figure that is generic enough to meet the basic needs. If his Teachers ask for other things we can pick those up.

The opposite is at the middle school my kids attend. Backpacks are allowed but lockers are not.

Same. My kid had no locker. They carried backpacks all day.

What is the reason behind no lockers or no backpacks? Vaping? Weapons? I don’t get it.

Our school has no lockers. Easy decision. Our HS has no lockers as well. Most work is done on their computers.
